Tamil Nadu has reinstated the permitting committees for granting approvals for living donor organ donation and transplantation at the state and district levels. The committee will investigate the relationship between the donor and the recipient, checking how they know each other and whether the donation is made out of altruism, and will also talk to the donor’s close relatives and friends over the phone or in person to rule out any coercion of donation.

The committee, which conducted an inquiry into illegal kidney donations and transplants involving donors in Pallipalayam, Namakkal, recommended that the permitting committees be reconstituted with a new one and four regional ones. The state committee will monitor the district-level committees.

According to a government order dated September 8, the state-level authorization committee will be headed by the Director of Medical Education and Research. The members include the Deputy Commissioner of Police (Headquarters) and a medical representative of the Indian Medical Association. The district-level committees are as follows: North Chennai (Madras Medical College), Central Thanjavur (Thanjavur Medical College), West Coimbatore (Coimbatore Medical College) and South Madurai (Madurai Medical College).

Authorized hospitals must verify the recipient/donor’s health status, address, and identity.

An NGO may be involved in consulting donors who apply to the committee on issues related to organ transplantation, before and after the operation. Until then, the committee chair will mobilize a team to advise and educate donors about the process. Committee members should assess the donors’ mental and physical fitness.

Human Leukocyte Antigen Matching should be done by a laboratory not attached or affiliated to the hospital where the transplant is to be done. The appropriate authority (Directorate of Medical and Rural Health Services) will arrange for the Emplanel Standard Laboratories approved for this purpose. Till then, the laboratories of the Chief Minister’s Comprehensive Health Insurance Scheme and the empanelled hospitals can carry out the tests.
